Annual Enrollment begins on October 1, 2023 and ends on November 15, 2023 with changes effective January 1, 2024.  During this time, employees are able to enroll, cancel, or make changes to their insurance plans. The effective date of change is January 1, 2024.  Employees who wish to remain in the same plans next year do not have to do anything with the exception of the Flexible Spending Account (FSA) and Health Savings account (HSA).  These plans require re-enrollment each year.  The Workday open enrollment event will appear in Workday  on Sunday, October 1st.  It is highly recommended that each employee review and complete the Workday open enrollment event to make sure all coverage is correct and review/complete any additional annual enrollment events that may populate in Workday. It is extremely important that all new hires and employees who have had recent life events (birth, marriage, divorce, level of coverage change, etc.) confirm that their coverage is correct and complete any additional annual enrollment events that may populate in Workday.  This step is important (for new hires and individuals with recent life events) so coverage isn’t dropped inadvertently. Please also make sure to check your address in Workday and review your beneficiaries for your life insurance policy (if applicable).

Important Dates to Remember:

  • October 1, 2023 – Annual Enrollment begins
  • November 15, 2023 – Annual Enrollment ends at 4pm CST
  • January 1, 2024 – New plan year begins

During Annual Enrollment, employees are encouraged to:

  • Review all communications regarding Annual Enrollment
  • Educate themselves on plan offerings
  • Ensure changes have been properly submitted by deadline
  • Review and update beneficiary information if applicable
  • Confirm your demographic information in Workday, including address and phone number
  • Provide proper documentation, where applicable, such as adding dependents or submitting Evidence of Insurability (EOI)
  • Log into Workday and verify insurance coverage (benefits) and premium deductions (payslips) are correct in December 2023 and January 2024

FLU SHOTS
WK Work Kare will be on site at the Benefits Fair and will administer flu shots this year.  Paperwork has been emailed to campus. Employees are encouraged to bring the completed consent form and a photocopy of their ID and insurance cards.  They will have regular and high dose flu shots (ages 65 and older).

HIGHLIGHTS FOR THE 2024 PLAN YEAR
Premiums Summary

  • LSU First (WebTPA) health plan - 6% premium increase.

HEALTH PLANS
LSU First Health Plan administered by WebTPA 1.855.346.5781
The LSU First health plan will continue to be administered by WebTPA. MedImpact will continue as the Pharmacy Benefit Manager for the 2024 plan year. LSU First will have a 6% premium increase.

LSU First in 2024:

  • Expanded Bariatric Program – now in Shreveport. Please see reps at the Benefits Fair for additional details.
  • The HRA Rollover balance will be handled as follows in 2024:

Effective January 1, 2024, the rollover money will be based on the reduced 2023 HRA amount, up to $500 for EE only, up to $750 for EE/CH or EE/SP, up to $1,000 for family.

  • New Mobile App coming soon
  • HighCare Health Coordination will now be under “WebTPA”

As a reminder, plan changes that occurred in 2023:

  • The Health Reimbursement Account (HRA) and deductible will now only apply to covered medical services only.
  • The HRA and deductible will no longer apply to prescription drug coverage. Generics will be covered at 100% but will no longer be deducted from the HRA account. 
  • Plan members will begin paying 20% for brand named medications beginning January 1, 2023.
  • High-cost generic drugs will no longer be covered. Impacted plan members will be notified directly from MedImpact.
  • Since the cost of prescription drugs will no longer be deducted from the HRA, the HRA amounts will be reduced by 50%.
  • Employee only level of coverage HRA will be reduced from $100o to $500
  • Employee / children and employee / spouse HRA will be reduced from $1500 to $750
  • Family HRA will be reduced from $2,000 to $1,000
  • Out-of-Pocket (OOP) max increase:  Please carefully review the attached Health Insurance plan comparison. There is now a separate OOP max for health and a separate OOP max for prescription drugs.

To offset the premium increase,  employees still have an opportunity to take advantage of the premium wellness credit of $25 a month for employee only or $35 a month (employee $25/spouse $10). A wellness check should be completed during the period of November 1, 2022 – October 31, 2023.  No forms to complete as claims data will be reviewed by WebTPA.

Requirements:

  • Employee $25/month and Spouse $10/month – For employee/spouse or family coverage, both the employee and spouse must complete a checkup or no insurance premium credit will be issued.
  • Be enrolled in LSU First for 2023 and 2024 plan years
  • Enroll and participate in Care Coordination (through Highcare), if identified
  • Preventive PCP Visit and Biometric Screening (height, weight, BMI and blood pressure) and Preventive Lab work (includes a basic metabolic panel)

The Office of Group Benefits (OGB) Health Plans 
The Pelican and Magnolia health plans will have a 6.15% premium increase. The Vantage health plan will be discontinued and current plan members will need to select another health plan. CVS Caremark will continue as the Pharmacy Benefit Manager (PBM) for the Pelican HRA 1000 and Magnolia plans. Pelican HSA775 administered by Blue Cross / Blue Shield of LA – 1.800.392.4089
Includes a health savings account funded by both employers and employees to cover out-of-pocket medical and pharmacy costs. Unused funds are rolled over every year with no limit and can follow the member. The Pelican HSA 775 will have a 6.15% premium increase for 2024. ExpressScripts will continue as the Pharmacy Benefit Manager. If you are enrolled in the Pelican HSA 775 and would like to contribute to the HSA, please submit a Form GB-79 to HR no later than November 15th. *Please note employees who participate in the HSA health plan, will not be able to participate in the Flexible Spending Account (FSA) program for the 2024 plan year. Employees and/or spouses who are covered by Medicare coverage are not eligible to participate in this health plan.

Pelican HRA 1000 administered by Blue Cross / Blue Shield of LA – 1.800.392.4089
Includes employer contributions in a health reimbursement arrangement that can be used to offset deductible and other out-of-pocket medical expenses throughout the year. Any unused funds roll over to the in-network out-of-pocket maximum, allowing members to build up balances that cover eligible medical expenses. CVS Caremark will continue as the Pharmacy Benefit Manager.  The cost of prescription drugs cannot be deducted from the HRA. There is a 4-tiered schedule for prescription drugs. Magnolia Local administered by BC/BS and Blue Connect / Blue Community Networks (available only for employees who live in designated regions) – 1.800.392.4089
Available to members who want local access, affordable premiums and a new approach to health care. This plan is a limited provider in-network only plan for members who live in specific coverage areas. Out-of-network coverage is provided in emergencies only and members may be subject to balance billing. CVS Caremark will continue as the Pharmacy Benefit Manager. The Magnolia Local Plan will have a 6.15% premium increase for 2024. No plan design changes. Magnolia Local Plus administered by Blue Cross / Blue Shield of LA - 1.800.392.4089
Offers the same coverage as the Magnolia Local plan, with the additional benefit of a nationwide network. This plan provides the predictability of co-pays rather than using employer funding to offset out-of-pocket costs. Out-of-network coverage is provided in emergencies only and members may be subject to balance billing.  CVS Caremark will continue as the Pharmacy Benefit Manager. The Magnolia Local Plus Plan will have a 6.15% premium increase for 2024. No plan design changes. Magnolia Open Access administered by Blue Cross / Blue Shield of LA – 1.800.392.4089
Offers coverage both inside and outside of the nationwide network. It differs from the other Magnolia plans in that members enrolled will not pay co-pays. Instead, once a member’s deductible is met, they will pay 10% of allowable charges for in-network and 30% allowable charges for out-of-network. CVS Caremark will continue as the Pharmacy Benefit Manager. The Magnolia Open Access Plan will have a 6.15% premium increase for 2024.  No plan design changes. Adding dependents / level of coverage change
Detailed information on each of the plans can be found by watching recorded videos or reviewing information in the links above. Please review the attached “health insurance plan summary” which provides a high level overview of all plans. Changing health plans will need to be done in Workday. Employees who have a level of coverage change will need to add a dependent in Workday, upload their dependent verification document  in Workday and complete a GB-01 document. Please contact an HR representative for assistance.

Other Voluntary Insurance Plans Information
Accidental Death and Dismemberment (AD&D) administered by UnitedHealthcare
There will be no plan design or premium changes for the 2024 plan year. This benefit reduces at ages 70, 75, 80, and 85. Click here for additional details.

Critical Illness administered by United Healthcare
Critical Illness can help fill a financial gap if a covered member experiences a life-threatening illness such as cancer, heart attack or organ transplant. Guaranteed issue during annual enrollment in the amounts of $10,000, $20,000 or $30,000. Spouse may elect ½ of the employee election. Children may elect ¼ of the employee election. Premiums are located in your Workday annual enrollment event.  Premiums are age-banded meaning they will increase every five years. The plan is portable. Click here for additional details.  

Dental Insurance administered by Humana
There will be no plan design or premium changes. You can add/delete dependents or switch between the Basic and Enhanced plans during Annual Enrollment. No action is required if you wish to continue your current coverage.  As a reminder, plan members can now receive three cleanings per calendar year.  Click here for additional details. 

Flexible Spending Accounts administered by Diversified Benefits Services
Employees who participate in this tax-free reimbursement / payment for out-of-pocket health care  or dependent care must re-enroll each plan year. Enrollment should be completed through Workday. Click here for additional details. The $5.00 monthly admin fee is WAIVED for the 2024 plan year on both healthcare  and dependent care accounts! 

Healthcare FSA

  • Maximum contribution for 2024: $2850  (this amount could increase once IRS releases new limits)
  • Eligible expenses (examples): deductibles, co-pays, co-insurance, dental expenses, chiropractor and acupuncture fees, vision expenses and LASIK. New: OTC medications (without prescription) and feminine hygiene products. Expenses must be incurred in the plan year. Most claims are automatically verified when using a debit card. However the IRS requires all claims to be verified. DBS will notify participants directly for substantiation. SAVE YOUR RECEIPTS! Participants must respond to notices.
  • Employees who participate or have a balance in a health savings account may not participate in flexible spending (according to IRS rules).

 Dependent Care FSA

  • Maximum contribution level for the 2024 plan year: $5,000 (family cap)

Identity Protection by MetLife + Aura
MetLife + Aura will be the new plan administrator beginning 01/01/2024 (previously administered by Identity Force) 

  • Protection Plan – Includes smart Credit monitoring and alerts, Financial Account and Transaction monitoring, Dark Web Monitoring, SSN & Identity Authentication Alerts, Password manage and safe web browsing.
    • Premiums for employee only $5.54, family $10.94
  • Protection Plus Plan – includes all of the above plus Experian credit lock payday/specialty loans block, credit score simulator, social media account monitoring & takeover alerts, gamertag monitoring, AI-Powered call & text screening. 
    • Monthly premiums for employee only $7.94,  family $13.94.
  • Individual coverage is just for the employee (no children) which is different from IdentityForce.
  • Family coverage includes unlimited minors (child monitoring, child credit freeze wizard, parental controls), 10 additional adults with ZERO restrictions on who is “part” of your family (e.g., spouse, adult children, parents, siblings and friends). Each adult has access to his/her own full-feature portal.
  • Make sure to complete enrollment in Workday and with the new carrier.

LSU Life Insurance underwritten by United Healthcare
Options to enroll or increase coverage – GUARANTEED ISSUED (no health questions asked)
1.  An employee currently insured may increase coverage by $10,000 (not to exceed less of $350,000 or 3X basic annual earnings) – guaranteed issue (unless previously declined for coverage by UHC).
2. An employee not currently insured for supplemental life may elect $10,000 – guaranteed issue (unless previously declined for coverage by UHC).
3. An employee may submit proof of good health (evidence of insurability) to apply for the maximum amount (less of $350,000 or 3X basic annual earnings).
4. Spouse must submit EOI and be approved for any coverage.

Employees / Retirees must be under the age of 70 and in good health to port coverage.  Click here for additional details on the plan.

OGB Life Insurance underwritten by Prudential
There will premium changes for the 2024 plan year. In some cases, premiums will double.  On this life insurance plan, the face life value is determined by an employee’s base salary and age.

Calculation example – OGB Life premium increase.
Karen Jones is a 51-year old LSUS employee.  Her earnings are over $32,666.67, so the face life value of her OGB insurance policy is $50,000.  Karen currently pays .44 x 50 = $22.00 a month (pre-tax) for her $50k policy. Beginning January 1, 2024, her premiums will be calculated as follows, .84 x 50 = $42.00 (pre-tax) a month. So Karen’s life insurance premium will increase $20.00 a month.

Log into Workday, go to your “Benefits” and then view “Benefit Elections.” It will appear in Workday as “OGB Life – OGB Active Plus Supplemental.”

This benefit reduces at ages 65 and 70. No action is required to continue your current coverage. Click here for additional information. Employees who wish to enroll will need to complete an evidence of insurability form and send directly to Prudential. Upon approval, please send the approval notice to LSUS so we can set up the payroll deduction in Workday. State insurance premiums are deducted one month in advance (beginning in December with the exception of FSA and HSA deductions).  The higher premium will be deducted in December 2023. Employees may continue this policy into retirement. Employees who choose to drop the life insurance, will need to complete a GB01 and turn into HR no later than 4:00 pm on November 15, 2023.

Long Term Disability administered by United Healthcare
Long-term disability insurance provides some income replacement to help pay for expenses if a covered person has a qualifying injury or chronic illness that prevents them from performing job duties for an extended period of time (late of 90 days or exhaustion of sick leave). No plan design changes. Premiums are based on salary and will increase as your salary increases. No action is required if you wish to continue your current coverage.  Employees who are not covered will need to apply for coverage. Please contact me for an evidence of insurability form. Employees will need to submit a cancellation (in writing) to HR no later than November 15th by 4:00 pm.

Long Term Care administered by UNUM 
Long-Term Care is the type of care received when  you need assistance – either at home or in a facility – with the activities of daily living. You design your own insurance choosing a benefit amount of $1,000 to $4,000 a month, in increments of $1000 with a benefit duration of either three or six years. There will be no plan design or premium changes. Employees who are not covered will need to apply for coverage. Click here for additional information.

Pet Insurance administered by MetLife
Each pet’s premium is unique based on age, breed and location. Custom plan design with various options for coverage, deductible, and reimbursement amounts. Premiums are not payroll deducted. Employees will pay MetLife directly. 1.800.438.6388. Click here for additional information.

Annual Enrollment Resources

Workday
Once Annual Enrollment begins on October 1, Workday will send all benefits-eligible employees an Open Enrollment Event. Please see the attached open enrollment job aid. Employees are encouraged to review current benefits and make selections consistent with your individual needs. To review your current benefit elections, click on the Benefits Worklet and view benefit elections. This will help to ensure you are aware of your current benefit elections while you review your 2024 benefits. Even if you don’t wish to make any changes, we encourage you to review and submit the event in Workday.

New employees: New employees will need to review annual enrollment events to make sure all coverage is correct. If an event is sent to an employee and it is not actioned (making sure all coverage is correct), it could override and cancel any new hire changes that were made upon hire. Please contact an HR representative with questions.

Life events: Employees who have “life event changes” on or after the annual enrollment period will need to review the annual enrollment event again (if it sent twice) to ensure all changes are correct. Please contact an HR representative with questions. If this is not completed, the annual enrollment event could override and cancel any changes you made.

Problems logging into Workday? HR representatives can assist with basic questions, but more “technical” questions or issues will need to be referred to IT Services.

Address Update in Workday
Please also make sure that your address in Workday is correct. Once you log into Workday, go to “personal information.”  Go to “view” addresses and “edit” as necessary. That is important so insurance cards are mailed to the right place. We are notified once an address is updated and will update it with your insurance carriers and TRSL/LASERS. Employees who have an ORP account or supplemental retirement accounts such as a 403(b) or a 457(b) account will need to  update their address in their online accounts.
